T(r)oll - with toll as 'struggle'?

Can make no sense of the other one. Is this another ST ****-up?
How about TROIL - anglo-french word like troll meaning 'to fish'.

Nice one dizzyduck! Pretty obscure for the ST methinks. Not convinced by 'Troil'. Any more convincing explanations?

I agree with greyfox, one for intelectual giants only but I'm sure it is correct, well done dizzyduck.
I thought of troil but can find no reference to confirm. The first letter of 23 down is the same as the last letter of 22 across. 22 across clue is: Attend club (4), I have: ?E??. I thought "MEET" which would give a "T"- T?O?L so either TROIL or TROLL could be correct but hardly elegant.

I found 'troil' in the Merriam-Webster online dictionary, from Anglo-french 'troiller', meaning, like' trolling', to fish by trailing a lure.
Troil isn't in either Chambers or Collins, the more standard crossword dictionaries.

23d I think must be TROLL - in Oxford Dict. one definition of "toll" is "have an adverse effect"
