does blonde highlights fade back to norm colour in time?

They shouldn't do, if they do they're not done well.

They may fade a tiny bit in the first and second washes but that should be it

aww chazza my highlights r nice but a little to bright 4 me n look like highlights. just want them toned down or fade a bit without putting more dye on them. donno how to get them to blend in more

No not at all!! The only way to tone them down would be to use a toner on them!!

they dull after time as your shampoo strips the colour but a shampoo and conditioner specifically for blonde shades will prevent this
