Landlords are not allowed to evict someone with 24 hours notice, there are laws and procedures to be followed. Especially if the rent has been paid in advance.
Can you explain in more detail? Is this a residence or a business premises? What type of tenancy is it? What was the reason for the eviction - was it because they could not provide a water supply? If so, then they should have known that before renting out the property and are undoubtedly liable & should repay the rent without delay. If they don't you should go to Court.

Of course, if there was no water supply I can't imagine that you would have wanted to stay there anyway - but that doesn't remove the landlord's liability.
