why have my sweetcorn cobs not filled out? they are sweet and ripe but only half filled with kernels

This is probably due to poor polination. Sweetcorn is wind polinated and gardeners are advised to plant in a square block not a row to maximise polination. You can assist polination by shaking the plants gently when the polen is present. The kernals you have are still edible but may be more appetising stripped from the cobs.
