Yes, of course it is.
You can be prosecuted and fined a maximum of �1000 for giving false information on the Electoral Register.
what happens if you don't register. i know someone who rents a flat but is not registered.
Mostly yes - if you are in the services you can register at a 'home' address where you rarely live, but there is a special procedure for this.

If you fail to register you can be fined - though in general they don't bother pursuing you.

You can also have difficulty obtaining credit.
