icon titles

Does anyone know where the option is for highlighting the icon titles on the desktop. I know how to change colors but where is the option to not have it colored at all. I know its normal to highlight them when they are selected. What i'm talking about is when they are all highlited at the same time, how do you disable that? I ran across that option not too long ago but I forgot how. Thanks

Nevermind, They highlight and unhighlight by locking and unlocking desktop items. Thanks anyway
