It's called a Spork and EPNS stands for Electro-plated nickel steel
Based on Edward Lear's nonsense-phrase, such devices are sometimes called 'runcible spoons'.

Thanks both for your help, but..the sporks Iv'e seen are open ended this has a piece across the prongs and it seems to be a bit wide for eating with,it would be like eating with a little shovel.

its a spork spoon/fork
EPNS = Electroplated Nickel Silver
EPNS stands for electroplated nickel-silver. The nickel-silver referrred to is an alloy of copper, nickel and zinc and does not contain silver. However, this alloy is then electroplated with a thin coating of silver to produce EPNS.
