I have received an e mail in MIME and I am unable to read it. I have been told I need base 64 to decode it but do not know how to get this. Any suggestions please

Do you know the sender? if not and even if you do, delete it, most likely it contains a trojan or virus. Send an e-mail asking your sender to explain what they are sending you and wait for the end of time for an answer if it proves to be as above.
Base 64 encoding is just a way of encoding attachments in emails. To decode the attachment, the email program you use needs to be able to know how. Most email progs should know base 64, if yours doesn't, change it. Outlook supports it.
