if you want to reproduce someone else's writing in a story you are writing how do you go about it - and does it cost a lot?

if what you are writing is going to be published; in a journal, novel, online etc. Contact the publisher of the source writing and tell them your plans & ask for permission rights. If you're writing an essay / dissertation, it's usually enough to state that it's a quote & reference it in your bibliography.
