Yes, but you'll need a video to vga convertor box (good one on sale on ebay - see here). I got one for university so I wouldn't have to pay a TV license. You can also use it to plug in a VCR/DVD player, or even a FreeView box and get tv on your monitor.
well you could do that or you could get a WinTV card, loads of cheap 2nd hand ones on ebay, hauppauge are about the best make, also you can watch TV on your PC in a little window while you work or full screen, how cool is that!!!??? Basically lets you plug aerial cables into your pc, meaning TV aerial, PS2 aerial cable, VHS player, DVD player, home surveillance etc! much cleaner than having a nasty big VGA convertor box plus it wont degrade your pc display as it doesnt touch your monitor cable let alone go between the connections!
bear in mind that running the ps2s RGB or composite video out into a video input on a PC Tv card (or worse still, converting to UHF and using RF in) then sending that to the monitor , will degrade the pic quality due to all the extra signal path, conversions etc. Better to buy a small TV, which is designed for the task with a EuroScart RGB In (say a sony trinitron). You can get decent 14" sets for about 100 pounds or less these days.
