neighbours fence repair

my neighbours fence blew down just after christmas and so far he has not put up a new one after lots of promises,is there anything i can do to force him to do it without causing too much upset.

He can't stop you putting a fence up within your own boundary.

Your neighbour is not obliged to put a fence up at all. His only obligation is to make sure any fence he does put up is safe and not encroaching on your property.
