I am experiencing intermittent problems shutting down my PC. A pop up screen appears telling me that a program is not responding. Sometimes even pushing "control/alt/delete numerous times will not do the trick. These problems are becoming more frequent. What would cause this and/or is there a solution? I'm running Windows 98SE.

Go to www.google.co and search for "windows 98se shutdown bug". Win98SE has a known problem shutting down & Microsoft has a patch to rectify the problem. It is an .exe file that you download from the Microsoft site and run it on your computer.

Try using Windows 2000 Pro instead. It depends what you use your computer for. 2000 runs in a different way to windows98 and makes the Operating System run much smoother. I have had 1 crash in the last 2 years with Windows 2000 Pro. Have a look on the Microsoft site, but don't bother if you use your machine for gaming, the software very rarely works.
