Fire is a reaction that some chemical gives off, which needs a fairly hot environment, fuel and, of course, the reaction. The idea that the world is made up of solid, liquids and gases is misleading.
Fire is the ionization of a gas, the temperature at which this occours will depend on the material, diethylether burns with a flame temperature not much above body temperature and will ignite from a small spark (and burn) at temperatures as low as -44C. The flame itself is a plasma, an ionised gas.
