Sounds like a strap that is used to prevent a horse from crib biting or windsucking, where they grab things with their mouth and suck in air. They often do this if bored when stabled, and often you will see a V shaped metal grill on stable doors, which stops them biting the wooden door or frame, although you can get a strap to put round their neck high up.
It is a strap to prevent windsucking and crib biting. Horses often dig their teeth into the fence and suck in air. In severe cases it can cause colic and loss of condition.
