you can appeal against any fixed notice
ive recently had my licence revoked and have been left with 6 points still on my licence. as far as im aware u can only appeal through the courts. i recieved 6 points in first 2 years for accidental driving without insurance. i was given the lightest sentance possible but the points i recieved where the least amount of points for my offence. im screwed! hope u have more luck.
You can write to the fixed penalty office and bring to their attention that you think the notice was issued improperly. Othgerwise you can go to court as an alternative to paying the fixed penalty. Be careful though; if the court find you guilty, the penalty could be much more.
