How Can I Fix This

I am puting up a new hand rail in the house but the hole in the plaster wall are now to big to take a new rawl plug but the problem is that the space between the plaster and the wall is not the same so how could i fix this problem.

My first thought would be toggle bolts ( available at any diy center) If the plaster is solid this should work well. If what you are calling plaster is actually gypsum wall board I would reccomend moving the supports to hit the wood framing members.
Cant you just move the position of the hand rail brackets a couple of inch, and re fix them into a untouched sound area of the wall. then just fill the old holes.
