Christinav - depends what the tiles are made of. They'd need to be spotlessly clean, grease, wax or any other finish free to. Contact a good paint dealer like Brewers Brewers Store locator - click here GIven the amount of wear and tear a kitchen will get, you'll need several coats to seal/protect it. Might be cheaper in the long run to re-tile.
I had the same query 2 years ago and my eventual outcome was to re-tile the floor! It is not as expensive a solution as it may sound (albeit more than the price of a pot of paint!)
