I failed the teaching component of my PGCE and finished Uni in July, was told that I would have a placement to re-do this for 7/8 weeks in 2006/07 academic year and would be told by the end of Sept. Still have not anything and now been told it wont be before Xmas - is this normal?

No idea - presumably depends upon the organisation of the actual uni - but my advice would be to find a different career anyway. The longer you spend doing nothing, the harder it will be to perform better on the teaching practice plus you will have to explain to any future employers about the gap on your cv and schools will take it into account that you didn't pass first time
