There was a report on the evening radio news that the charge used in the gun is to be reduced in order to reduce noise pollution.

I almost believed it but then I remembered the date.

yes, probably: it would be a perfecly sensible and possible move, nothing prankish about it. If they'd said they were going to replace gunpowder with candy floss, I might have been more alert.
