New neighbours have moved in next door - my house is a semi. I was quite pleased at first, as the previous owner had died and the house had become really neglected. The thing is, I know I'm fussy, but the new people are now using the garden as a big dumping/storage area. It's just full of junk. Such a shame as some don't care for their gardens whilst some dream about having one.

Well if they have just moved in maybe it's a temporary thing?
or perhaps you could subtly mention about the council's collection service for unwanted household goods. I assume you mean the front garden or a garden you overlook? if its not the front garden, not really a lot you can complain about unfortunately - perhaps just give them a while to settle in and hope they resolve the problem.
We had new neighbours a couple of years ago, the front was just like a builders yard, then they moved a caravan there, I spoke to them, and at once they said they'd move it, which they did, and since then, they've made every effort to get on with people round here, and they've turned out to be really nice people, so, i'd give them a chance, have you introduced yourself to them yet?.
Give them a chance! I got the keys to my new house last week and haven't had time to move the dead flowers from the front garden or deal with the slightly overgrown back garden but it isn't because i'm planning on leaving it like that - its just not my first priority!

Maybe if they have full time jobs and other things to do they will get round to it soon enough.

Go and say hello like Lonnie says and maybe offer a bottle of wine as a house warming, i'm sure they aren't as bad as you are expecting!
