I have more photo editing progs but none of them will open the photo. The message "Illegal op attempted on a registry key that has been marked for deletion." Never had this problem till recently..How do I "unmark for deletion"? Op system is Windows 10

just open them with windows media player then you'll bypass paint.
My first instinct, if I was in your situation, would be to run the System File Checker:
https://support.microsoft.com/en-us/windows/using-system-file-checker-in-windows-365e0031-36b1-6031-f804-8fd86e0ef4ca

If that failed to fix the problem, I'd probably reset the PC. (NB: A reset will remove any software that you've installed yourself, so you might end up having to reinstall quite a lot of stuff. However you won't lose any of your personal files, such as photos, documents and spreadsheets).

To reset your PC, do the following:

From the Start button, select Settings > Update & Security > Recovery

Under Reset this PC, select Get Started

Select the option marked Keep my files > Change settings > Preinstalled apps On
I have a similar problem if my wife emails me a photo which she has on her cellphone. I open the photo with Microsoft Photo Editor and immediately Save As to the same file (,jpg). I can then open the photo in Photoshop.
