Yes I believe you do still have to declare it - because what if you got 3 jobs all just paying under the threshold - if you declare this you will keep yourself straight
An oxymoron, if ever I heard one. Regular employment should not be cash-in-hand, irrespective of whether income tax or NI is due. Your employer is probably on a fiddle, though you are not committing any offence, provided you declare the earnings to HMRC.

In which case it is fine but lutkie needs to inform HMRC that he or she is self employed and do a tax return (there will be no tax to pay of course).
