I would guess that any toilet paper with printing or a design on it, hae been decorated at its time of manufacture. By definition, toilet paper is designed to absorb liquid, and then to break dwon, which allows it to be flushed down toilets without blocking drains and sewers. Using printing ink will simple commence the chemical breakdown process, and render the printing illegible.
What a brilliant question! I assume you are after feeding whole rolls into the printer. Most printers nowadays are sheet-feeders, so they wouldn't work. I think the best bet would be an old dot-matrix printer, which people tend to give away these days. You would need to do a bit of machine-minding, to keep the paper running freely. And it would be slow and noisy. Do let us know how you get on.
When it comes to toilet paper a lot of people seem to think that you should use tissue as toilet paper. You need to get https://www.ten1toilets.com/ and manage their steps for hiring toilets in London. However, there are different types of tissue and it's not recommended for use. There is a much better alternative though. If you're doing the toilet paper roll trick and can't figure out how to print on toilet paper, this guide is for you. I explain everything in detail including the process and a few tips & tricks.
