Could The Colour Of The Trousers People Habitually Wear Really Reflect Their Attitude To Planning Issues?

In an article in today's Telegraph Jeremy Clarkson claims that he can't get planning permission for work on his farm and that local planners are influenced by people in the village who wear red trousers.
Might red trousers in that village mean, 'stop'?

I'd think encountering a red-faced, choleric, bucolic would be more likely to indicate a nimby reply than a pair of red trousers.
I’ve noticed years ago that the casually affluent tend to wear more flamboyant colours in their attire. Predominately red for trousers.
Communists perhaps?

Perhaps Mr Clarkson should buy some red trousers.
Takes me back - I had a pair of red flares way back in the Seventies ;-)
They were times of great distress, Canary.
Red corduroy trousers are the staple attire of the male county set all over the UK. Dodge them at the county show, the council meetings or the repertory theatre. Their lady friends are likely to have scarves hanging over one shoulder and collars up!
Clarkson's article in the Sunday Times today has the same complaint about people with red trousers, among a rant about planning permission. Perhaps we should complain about him getting paid twice for the same material (literally.)
I don't think I could pull them off!
