As calmck says, it's a tradition that's been going on for quite a few years now. It's sort of like Mardi Gras but not to the same extreme.

No ladies in red at the moment, but the camera did move to a man dancing in the middle of the road. I'd love to visit New Orleans one day. Would be great to be sat on one of those balconies, sipping an amaretto sour and watching the world go by.
