Got a large bamboo in he garden, if I cut it, will i dry out? Also the shoots at the top, if I plant them will they grow? Anybody had any experience with this?

If you cut off individual bamboo shoots, yes, they will dry out to make canes like you'd buy in garden centre. I used to have a bamboo clump in the garden and it generated lots of canes. I never tried propagating it by planting shoots though - it eventually started sending runners out all over place so I got rid of it!
Yes, basal cuttings are the way to go with bamboo, select material that has already produced roots, often from underground creeping stems.
