Arcadia Group is about to go t/ts-up, and like BHS before it, there is a large hole in the pension fund.
Basically Green and Arcadia have stolen money from all its employees, that will adversely affect their future prosperity.
As I say, he has previous form.

Question is, why wasn’t he banned from running companies 4 years ago?

And I'm pointing out that due legal process can be subverted by the crony club.
His knighthoot is one big giveaway. But I think it's mainly the fact that he could be a Tory. Why? Because Tories steal money from the British economy and get away with it, Boris Johnson is a notable example.

Remember that one Simpsons moment where Bart pranked many Apple users into thinking Steve Mobbs conned his customers by pissing on their phones and snogging Microsoft co-founder Bill Gates on a pile of their money after investing it into their company? Well, that basically sums up Boris and Philip doing the exact same thing. Which makes me think they should be arrested, probably a 50-year sentance in the same cel as Donald Trump, who caused world domination with Boris Johnson.
