Theresa May's deal didn't address Fishing Rights, because it wasn't on the agenda. Johnson's version was substantially the same on this point. Both of those were focused on managing the transition. This is an entirely separate arrangement, about the future relationship.

Compromise isn't necessary. Non-UK nations can request licences, and I feel l sure some would be issued unless that nation had been a complete pain the the er.... neck, previously. Either the EU wants a deal or they don't: either Boris has the UK's interest and Brexit at heart and wants to remain in power, or he doesn't.
