That is, basically no one can move except to go to work, go home, or search for food and medicine. For several days there were rumors that the Government would close Madrid, now all of Spain is closed, although the decision comes with the late weekend, when thousands of Madrid residents, ignoring the Executive's recommendations, have moved to rest areas. ^^^ I was wondering about dog-walking too, Jourdain2. I suppose that it wouldn't present much of a risk to anyone (either to the dogwalker or to anyone else) if it was carried out when the streets were quiet e.g. in the early hours of the morning), and the dogwalkers limited their social contact with each other, but it's not clear as to how 'officialdom' will view it.
My friend lives in northern Italy and goes out every evening to feed a colony of about two dozen feral cats some distance away from her home. She's had to fill in a form to cover her movements but she's still permitted to do so. (Registered cat colonies have legal protection in Italy though, so it would be hard for the authorities to prevent someone from feeding them. The situation might be different in other countries though).
