Hi can somebody park on a single unbroken whiteline if they own the garage it's in front of?..he makes a big deal if a neighbor parks on it.

Perhaps he just wants to get into his garage?
Nothing to do with parking lines ,you are not allowed to block access to another person's garage, lines or not.
the lines are merely an indicator, they carry now weight in law. As eddies says, it's the presence of a dropped kerb and an actual entrance on to property that indicate no parking. Yes you can block your own drive.
