If a dark-haired woman (or even a man I guess!) wants to dye her hair red, does she first bleach it with hydrogen peroxide?

I am or was a natural red head...no, I don't think bleaching would be done first.

i think most off the counter hair dyes that would be a lighter
shade than your own colour have a built in lightener anyway. that's what i thought anyway.

From the little I know of women's hairstyling, its quite normal to reduce hair to a neutral or white-ish colour, before colouring it to the desired shade.
