I've had a look online, and the only names that I've found, that are connected with the subject, are an Irishman called Clanny, George Stephenson (of railway fame), and Humphrey Davy. No sign of a Welshman.
Correct . . . in Penzance!
There is evidence of an Evan Thomas of Aberdare Safety Lamp which appears to be a variation of the Davy Lamp.
