The Street was unusually quiet to begin with, there was no one there but David for a good few minutes, usually you can't walk down the street without bumping into someone.

It would have lost its dramatic appeal if there were people around. In real life, there would have been an audience around the scene! People would be getting in the way of the emergency services as usual.
