thinking of going to devon cornwall for hols later
which is the best of the 2 for shops and sight seeing

Both are great. Totnes in Devon is a lovely old market town. Plymouth is good for shopping - it was last time I was there a few year years ago anyway. Anywhere on the coast of Cornwall is beautiful. Go to Cornwall, but spend a day in Totnes, at least.
Depends what sort of sight seeing you're talking about. Cornwall is slightly more rugged and stark (slightly!) whereas Devon has Exeter, an historic and picturesque town which Cornwall doesn't really have anything comparable.
I spent one holiday in Cornwall, and it was dreadful. There was nowhere to go and nothing to do when it rained, and it rained all day every day. ( Yes, it was summer.) Couldn't wait to get away.
atalanta's comments could just as easily apply to both Devon and Cornwall, or to pretty much any other rural part of the country. If you want guaranteed weather, go abroad !

Both counties have their merits. I had lots of holidays on Dartmoor as a child and a trip to Plymouth was always the highlight. There is a marvelous aquarium there and that view from the Hoe is worth travelling to see alone.
Lots of shops in a nicely laid-out town centre.

Cornwall has the edge when it comes to coastal scenery in my opinion. Falmouth would be a good place to base yourself. Lots of boat trips and lots of small, independent shops.

You haven't said what transport you will be using, but a car is essential for both counties.

I personally like Penzance...a small town with lots of character. St Ives is wonderful as well and is probably worth travelling to by train, just for the journey itself !

Good sea food available everywhere.

North Devon is very picturesque but not great for shopping, South Devon you will have Plymouth with just a short drive to Dartmoor or across the bridge to Cornwall.
The east coast is usually drier than the West. Try Yarmouth, the Broads, Lowestoft, Norwich. Further inland - Cambridge maybe.
Cornwall every time for me. I have been going down there for 40 odd years. Shopping? Falmouth, Truro, St Ives, Padstow, Penzance and many more.
Henry, Cornwall needs a car or motor cycle to be appreciated.
Having sad that, I have spent many holidays in St Ives without even moving the motor once we got there. Great beaches, restaurants and coastal walks once you are there.
Togo is correct here. St Ives would be perfectly doable for a holiday without a car.....you can get a train there as well. Very picturesque and loads of shops !.....very busy during high season though.

Just to add Henry...you can get a train from St Ives to Penzance, along a very picturesque route, so you have 2 resorts in one.

This place is very highly rated...I attended a wedding reception there a few years ago....look at the view !

I would stay there if I could afford it !
