My return trip from a round trip ticket stops off in Philadelphi before going on to my home town where I started. If I carry on a small hand bag can I get off without penalty or $fine?? Do I need to tell the airline that I will not be going on to my final destination??

You need to tell them - the plane will be held up while they look for you if you don't and you will annoy all the other passengers.

As to whether there's any cost implication - pass.
If you're planning to end your journey by plane in Philly, then I'd just tell the airline. Or better, call them now and ask for their advice.

p.s. I believe an airline will only page a passenger, and delay leaving if a passanger has checked in AND has baggage in the hold. The airline has to weigh up the delay in finding an AWOL passnger Vs the delay of taking that passengers bags off the plane...
