How do you obtain premium rate mobile text numbers? These numbers are used to enter competitions, or on tv programmes (eg. voteing out someone of the big brother house 'Text Joe bloggs to 89322')

These are known as short codes. You need to be something called an SMSC to get one. Or you could contact an SMSC like www.mobilemessagecentre.com and ask them to set one up for you. They're not cheap though.
