My monitor switches off & on periodically. Sometimes if it doesn't automatically switch back on I have to switch it off and back on again manually

Sounds to me like a problem with the monitor. If it was a problem with the computer's power management that tells the monitor to sleep when the computer's not being used, a manual power cycle wouldn't fix the problem. Solution: get a new monitor!
