I've had a couple of monitors do this, and it seems to indicate that the tube is on its last legs. You should probably start saving up for a new one right away.

erm this may sound stupid, but what tube? :s
Assuming its a CRT monitor not TFT, this stands for Cathode Ray Tube the same as in a normal television. As jenstar said, start saving for a new one, preferably a TFT (Thin Film Transistor) one which have come down dramatically in price and usually have a 3yr guarantee.
Try turning down the refresh rate (should be on the monitor's menu). It worked for me!
