Scaffolding on A3 at Wisley

I have noticed vast amounts of scaffolding along the A3 near electricity pylons, near Wisley in Surrey. They seem to be erected for no apparent reason. Anyone know whey they are there ??

They will usually string a net across the road under the wires between two scaffolds when they change overhead lines .. just in case the cables drop in the road..
