o2 xda mini / mini s

does anyone know if the o2 xda mini / mini s can be unlocked to all networks, or if they come factory unlocked as i have brought o2 phones before and they come factoryu unlocked.

I just bought an O2 XDA Exec and it should be locked onto O2 but have tried both Vodafone and Orange sim cards and both work fine. Not sure about the Mini/MiniS but see no reason why they would not be the same as my Exec.
