To know if your goods have arrived Port you can contact your seller or people who help manage your transportation. Whether you need pay the customs duty& vat there & then or do they send a bill to you before they release goods or not will be depend what you order, how many you order and if your couriers or freight handlers help you manage this items. Here for importing goods from other country, like China, when you need delivery I recommend you deal with a professional and reliable cargo forwarder in China, which can solve all your problems in logistics, like above your problems. For that company I introduce Goway Logistics, whose website is http://www.gowaylogistics.com
