NTSC stands for National Television System Committee and most new VCR's are compatible with both systems these days but a quick check on any manufacturer's website will confirm this.
If played in a non NTSC player it stands for

Never The Same Colour due to the shimmering image... or so I'm told.

you will be able to play ntsc tapes but if your tv is more than a few years old it may display the image in black and white, check your tv manual. but a pretty good rule of thumb is if it is a decentish brand and has scart you should be ok.
Our Panasonic video is about 5 years old or more - that came as a duel player and the quality is brilliant, especially for all those deleted-in-the-UK-but-easy-to-buy-from-the-US-videos!
Back in the 1960s when the UK colur TV system was under development we devised a method of averaging out distortion in the transmission path called Phase Alternate Line (PAL). This countered the strange colour shifts and fluctuations to which the NTSC American was subject.

Our humorous version of the NTSC acronym was "Never The Same Colour".

Ho, ho. Happy days.
