I assume this is a Windows 11 machine and you want to open the Windows Control Panel.

Click the magnifying glass (the search icon) on the bottom of the screen and type

Control panel

in the box. Click control panel when it appears and it will open

Chrome O/S does not have a "control panel" like Windows O/S

I thought all the HP Envy laptops were Windows and foggy was using the chrome browser.
