Normally, we see things such as stars because they emit light, and see things such as planets because they reflect light. A black hole is also made of normal matter, and does emit electromagnetic radiation (such as gamma rays). Whether or not it emits light is difficult to tell because it is so dense that even light cannot escape its gravitational pull. This gravity also prevents any reflected light from leaving. Incidentally, AFAIK, there is no actual proof of the existence of black holes, only a lot of theory and supporting observational evidence. For further reading, I'd thoroughly recommend 'A Brief History of Time'.
Not in the accepted terms. Black holes are very dense collections of stellar material, so dense that light cannot escape from within, although, as Lisaj says, they do emit some forms of electro magnetic radiation from around the boundary layer. Dark matter is supposed 'stuff' that cannot be seen, which is required to get the right amount of gravity required for the universe to exist as it does. The two are not necessarily the same.
