I was sent a document from canada, it came in rtf. how do i change to a windows document so that it makes sense in microsoft wordword

MS Word can read RTF files. No change is necessary.

when i got the document/s. a lot of it was gobbledigook and i had to try and decypher, which i managed a little but some of it still doesnt make sense

Did you copy/paste that extract because it is extremely odd that characters have been interchanged from the original (or is it the deciphered version)?

The original reads thus:
