Some people are so arrogant they think the law is above them or they wont get caught. With all these ANPR cameras and equipped Police cars these days theres little chance of not getting caught.

It's clearly not a case of being unable to afford insurance, more likely simply not thinking about it.
People are eternal optimists - the guy who has forgotten to insure one car is likely to have forgotten to insure the other one.
Another explanation is that he has 'people' to do that sort of thing, and they have dropped off.

That ideology doesn't run with me, personally. If anything, earning the money for a car like that, means you should be aware of things here and there, such as opportunities business or personal.
Everyone knows cars need insuring. No such thing as "too busy i forgot".
