This flag has 3 stripes black at the top ,then a thin red stripe and last stripe is black, it has a white centrepiece, that to me looks like the Prince of Wales feathers upside down with a curly swirl, it is flying from a house near me.

That flag does not fit the description given which was three horizontal stripes. The middle being a thin red stripe and a sort of inverted fleur de lis. The Aboriginl flag looks like two broad stripes (Black and Red) with a poached egg in the middle. :-)
Its either the Flag of the province Sudetenland, the historical German name for the northern, southern, and western areas of former Czechoslovakia , or The Thin Red Line flag ( thin red line on black background in remembrance of a fire fighter.
It's a thin red line flag for fallen firefighters- you see them quite often in the US with various local or State bits and pieces added sometimes, so my guess is it's this flag with something local to you across the middle
I think it would help if you listed the horizontal bands in order . 3 black stripes at the top means what? - black, white, black, white, black, thin red etc etc? Not clear.
