Putting a program disc into a drive won't make anything happen unless there's a valid 'autorun' file on it. If not, you need to go to 'Computer' (from the Start button) and double-click on the icon for that disc drive to display the contents of the disc. Then you need to double-click on the installation program (which might be inside a folder) and is often called 'setup.exe'.
However I'm mystified as to why anyone should want Microsoft Digital Image Suite on any computer. The best image-viewing program (by far) is Irfanview:

Irfanview also offers many image-manipulatiion features (enabling you to enhance your photos) and it's all that many people need. However if you want more advanced photo-manipulation facilities (without the steep learning curve of 'semi-professional' programs such as GIMP), Serif PhotopPlus SE is the way to go:
