need i buy a new monitor?

there are something wrong with my monitor probably. it's almost 3 years old and shadows appear on the screen about 3 minutes later gradually when i start using Windows. well can my monitor be repaired? or need i buy a new one?

Hard to say. It may be that your monitor can be repaired though if it is the tube that is failing then the cost of repair will be similar to buying a new monitor. Have you tried new drivers/swapping with another monitor as suggested in an earlier reply? If it still seems to be your monitor, ring around and see if someone will give you a free quote to fix it.
