I've tried the Borders and Shading menu, but I can't see how to avoid putting the border across the whole page when selecting more than one line of text.

I would try putting the text in a text box and alter the line on the text box
Assume you are using MS Word.

On the Borders & Shading there is an 'Apply To' drop down. Default is Paragraph (page width) - you need to select 'Text'.

I am using 2010 version but I think this feature has been there for a while.
